Always use past tense when recapping events or biographies from an in-universe perspective. Use present tense to provide descriptions or factoids for fictional elements such as characters, locations and objects, unless the use of past tense if it would be preferable in the context (for example, when the subject is deceased or destroyed in their primary ongoing story, or when the description applies to the character's past).
